Andrew graduated in 1979 from McMaster University in Hamilton, Ontario with a Bachelor of Arts, Honours. He attended Dalhousie University in Halifax, Nova Scotia where he completed his law degree and was called to the Bar of Ontario in 1984. 

In 1985, Andrew began practicing law in this region, starting out in Southampton and then moving to Owen Sound in 1992 to open his own practice. From 2005-2023 he served as a deputy judge for Grey and Bruce Counties. He is a member of the Grey County Law Association, the Canadian Bar, and the Law Society of Ontario. 

In the past and present, he has been and remains a member of various charities, service clubs, and community organizations.
